Dial-Up Networking doesn't start!!

Hi, I'm running Win 98 and occasionally at startup i get a box appearing with no text in it and a red circle and white cross in it. I press ok and another box appears with no text and a yellow triangle and exclamation mark, i press ok again. However, when I then go to connect to the internet the same two boxes appear again, and the result is me not being able to get online.
The plot thickens when I go My Computer> Dial-up Networking and either try to add another connection or alter the properties to my existing connection. I get the same two mysterious boxes appearing, but also this time a message box telling me that:

'Dial-Up Networking cannot start. Restart your computer, and then try again. If the problem persists, re-install dial-up networking'

Generally when I restart my computer the problem seems to solve it self. I have also tried to tr-install dial-up networking as suggested by the message box, however the mysterious boxes etc keep re-appearing periodically!

I have searched through the Microsoft knowledge base articles and this one http://support.microsoft.com/default.aspx?scid=kb;en-us;Q241886 appears to be the relevant one at first glance, however, I don't have the programmes mentioned in the article installed on my PC!

Has anybody out there got any suggestions or answers??

Have you tried uninstalling dial-up networking, restarting and reinstalling it?

Run scandisk and see if you have any errors. Have your WIn98SE CD ready to install to fix any errors.

I have tried re-installing it etc. but it keeps coming back!

I have no errors according to scandisk either!

Help!

Boot to safe mode, remove any connections found in dial-up-networking.
Restart.
Go to Start > Run > and type in: inetwiz
Click OK.
Make a new connection, with a unique name, and have the CD handy.
Once installed, you'll need to tell IE to use the new connection (Tools, Internet Options, Connection tab).
