restart your computer, and delete it first thing after it starts back up. Some program is using it and won't let go.

Havew you made sure there is no program running that may be using it in the background??

What kind of file is it, and what OS are you using? Do you know where the file came from?

Don't delete it unless you are sure that it's not needed by any of your programs.

You can delete it from a command prompt. Open the command prompt window, then kill explorer.exe from the task manager, delete your file using the command and then restart explorer.exe from the task manager.

If this fails too, boot from a startup floppy disk, and delete the file from the command prompt.

Make sure you don't have a virus or trojan.
