How do I get rid of Flash Player 6 Window??

I don't know if the windows XP Serivice Pack #1 has anything to do with it but ever since I installed it I can't get rid of the Flash Player 6 installation window. And if I decide to install it, the window it will pop up again if I clean out my "Tempoprary Internet Files", which I do regularly. It's really not any one particular web page that causes the window to pop up. If the web page has a window that requires Flash Player, it will pop up.
Like I said, I don't remember having this problem BEFORE Installing the Service Pack.
How do I install Flash Player and KEEP it installed after cleaning out my Temporary Internet Files??
Can someone please advise me on what settings I need to change? I'm assuming the Service Pack installation must have changed one of my settings.

And I apologize in advance because I'm sure this question has been asked before but I tried doing a Search for this topic but didn't get any results under "Flash Player".

Let me get this right. You went to a web site and it said you needed flash, so you dowenloaded it and the pop up still comes up telling you that you need flash?

As I said,
It's not any one particular web sight but my Comcast Homepage (my ISP) is one that always uses Flash.
The window will keep popping up only if I clean out my Temporary Internet files. The window will not pop up if I go from web site to web sight if I do not clean out my temporary internet files. It pops up only after cleaning them out.

Then dont clean it out, you losing all the info you downloaded for flash when you delet the folder.

Thanks for solving my problem.

Let me repeat: I did not have this problem before installing the XP Service Pack #1.

Can anyone else suggest what settings I can check to solve this problem?
