DLL missing – no modem
Am on a case of a DELL Dimension L500 that has had Win98SE reinstalled from the Dell Recovery CD., so no data left on C:
When I arrived Windows restarts with an “Error Starting Program: A required DLL file could not be found CRTDLL.DLL file missing. Have fixed video & sound card exclamation marks in Device Manager by installing drivers from Dell Recovery CD. Only Exclamation mark left is on the PCI Communications Device. Under Modems, there is a modem listed as Standard 56K (also one called Parallel cable on LPT1) but when I try to click on Properties to update either, I get the following message: Device Installer Error: Setup cannot load the installer (modem.cpl) for the HCFModem hardware being installed”. Neither can I remove either of them. I looked on M$oft KB and restored the %SystemRoot\System32\Modem.cpl file from the W98 CD using SFC but it has not made any difference. The Modem icon is no longer there in Control Panel.

Corosus, thanks for the link - it was very useful and I was able to install the .dll to remove the error message at startup. Unfortunately the modem problem was not connected with this and it necessitated a clean reinstall of W98SE to fix it.
