Pissed XP stupid sound problem or not?

Win XP pro on a decent machine, the problem is that not all sounds play all the time. The sounds in question are: startup/shutdown sounds, and volume applet in system tray. Now here's the stupid part, I have another user set up on this system, and all of that user's sounds play fine ALL THE TIME! Damn!

Any clues?

Oh one more thing I forgot, there is a sound that plays when accessing the volume applet in the system tray, but it plays out of the pc speaker, and it's a beep! No change in volume, just a generic beep, same one you should here when first booting system, and I can't disable or mute it.
