using remote assistance in xp

I work in a network environment is there any way that I can use remote assistance, on a computer outside our network with IP address such as my cousin xp system at his house.

Yes, as long as his IP address doesn't conflict with anything on your network. It would be pure chance that his address would be like anything on your network, but it could happen.
