network settings in ME

I was trying to get an Windows ME machine online...I had an ip address but when i launched IE it couldn't connect.
They didn't have a firewall and it acted much like a winsock error but when you would try to access the settings for network....it would bring up a box that said " the administrator has disabled the network control panel" . I didn't know you could set up administrator properties in win ME. So I couldn't check the network properties....even though, I was pulling the right ip address....the people said it just quit surfing and that they didn't do anything to it....it seemed kind of strange to me.....Has anyone else experienced anything like this before...I don't run Me myself so I don't know that much about it....any help?

Same as Win98, but with over 300 "new features"...
Go into Add/Remove programs, Windows Setup, and remove all Communications things.
Restart, and run "inetwiz", follow the prompts, set up a new connection.
