Hi Babylon,
Download XP-Antispy, and use it to disable "Show balloon tips" option.

What you could try to do is go start regedit and go to: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\TrayNotify
Doubleclick on the key: BalloonTip and change it to 0 to disable it. That will not disable that particular balloon tip per se .. but will disable all those annoying balloon tips in the notification area... like how to unhide the system tray icons .. if you are connected to the internet .. if your shoelace is undone etc etc.

I've seen references to Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced key as well to disable BalloonTips .. try the first one to see if it works.
