XP/98 Boot Error Message

I have dual booting XP/98 for about a year. The majority of time booting to XP however, as of yesterday when I tried to boot to 98 I got a startup error message that said "Insufficient memory to initialize Windows" And says something else like remove startup programs in the config.sys. Then it shuts down before I read the rest. I'm running a P4-1600 and 1500 megs of ram.

Boot to DOS, rename config.sys to config.bak, and probably do the same to autoexec.bat
Restart.
