Cool W32.Opaserv.Worm VIRUS Problem!!

Hi All! I got a question about the "W32.Opaserv.Worm" Virus. My company computer is running on a LAN, and most of it are running Win 98, i'm using the Symantec Norton AntiVirus Corporate Edition 7.5, my virus definition also was updated.
But why sometimes when the Norton AntiVirus can detect the virus name "W32.Opaserv.Worm", but it cannot clean it. I have checked the virus list, and the name of above virus was inside. Why the Norton Antivirus cannot clean it?
So i download the removal tools from Symantec website, then i plug off the network cable and disable the Norton Antivirus, i run the tool, and it can clean it. But there is a never ending story, after few days the virus just comeback again. So i follow the guide from Symantec Website to download a patch
called "273991USA8" from Microsoft, it say that can block the leaking hole. But it didn't work also! Actually the machine which affected by virus have the internet connection using dial up modem. Sometimes when they are surfing, the Norton Antivirus will prompt the message box say that "W32.Opaserv.Worm" are found, but clean failed, now in "Quarantine item" list.
I have checked their 'Win.ini' setting from 'Sysedit', and below is their value : -

I know that the last 2 line shouldn't be there, but after i clean it, it will comeback again!
I have go every computer to manually run the removal tool, and all is clean except few Win98 machine with internet connection.

How do i get rid of this "W32.Opaserv.Worm" virus PERMANENTLY ! Help.....
