thinking cap time/swap file2000

ok,
I have a HD partitioned:
Primary--W98
Primary--XPpro
Logical--2000

When I try to get into 2000, it is telling me that I have no swap file. And to go change it, so that I do have one. Great, except when I try to get into 2000, it just keeps coming back to that message. It will not let me in to change the swap file. I have tried safe mode etc...
Now, I can get to the drive through XP or 98, and reach a command window from one of them. But I have no idea if I can set a swap file from the command line for that dr. , or what the line is.
I can get to some of the system files from 98 or XP, but most will not open.
I know I need to change the paging file size for virtual memory, but without getting to my computer, I am at a loss.
I don't know how it changed, because I am never in 2000
Any ideas?
thanks

Sounds like you've locked your system out of its own drive. You will need to change the permissions on the Cdrive to include System. If you remove the default "everyone" group from your Cdrive security, but don't add System, you can't write to your swap file, or any other system file. You may need to login as Administrator to fix this.
