'Imaging' annotation toolbar buttons inactive

Hi,
I opened a .jpg B&W photo in Accessories> Imaging but although the annotation toolbar buttons are showing, they are inactive ie. light grey and not in color, and they do not operate.
'Annotation' is checking in the upper toolbar. I have used this facility before. What could be wrong now ?

Hi Chris,

Was the file read only by any chance?

If so, all the 'editing' options will be unavilable.

Does it happen on all image files, or all JPEGs, or all B&W JPEGs?

I forgot the first rule which is to try a substitute. Other files are opening so the one I was trying must be corrupted or something.
