Partitioning new slave drive in XP?

A friend bought a new drive that he wants to install as slave drive in a P4 system with XP installed,what is the best approach to partitioning and formatting the drive and what procedure should he follow,if it's set up as slave on primary ide?

he should be able to format it and partion it in disk managment under admin tools in the control panel...

That's what I thought and suggested,but he said XP didn't see the drive there,I thought because the drive hadn't been partitioned,XP didn't see it,difficult to work on a computer through maybe's and I think so's.

Disk management is under My Computer. Start, Right click My Computer, select Manage.
