mine used to do that when I would run disk cleanup, it stayed at 100% all afternoon one time until I rebooted. Since then I've reinstalled windows and have never had the problem again

What version of IE?

What Anti-Virus? McAfee can cause problems.

How many background programs do you have running?

Have you cleaned out the TEMP, Temporary Internet Files, and Cookie folders?

Corrupt cookies can cause some unusual problems while browsing.

USB devices, WinModems, and onboard Sound are all very CPU intensive.

Check for Malware and Trojans.

For malware use AD-aware

For Trojans use The Cleaner

Hit Ctr+Alt+Del see whats running, if it aint ment to be running turn it off.

I've had some progs running under 98 se that I have shut down, but they haven't shut down properly they sit there hiding running the CPU @ 100%

Hello ghitch75,
Go ahead and open up MSCONFIG, and select "Selective Startup". Disable all of the unwanted programs that you don't want. Sometimes when you are running a lot of programs in the background, you will receive unwanted errors.

To make sure that the programs don't start up again, hit CTRL+ALT+DEL and end task if they are still on the list.

Please post back if you need anymore assistance.
