Formating and FDisk

First question, if I reformat my HD do I need to use FDISK again?

If I format my primary drive with the command format c: is that going to affect anything since I didn't put format c: \s?

I'm using windows ME.

No, you do not need to fdisk again.
The /s switch put's the system files on the drive to make it bootable. Assuming you're going to reinstall ME, you don't need the /s.
