When logged in as Administrator, click Start/Programs/Administrative Tools/Computer Management . Then Click on Local Users and groups, click on Users, Right Click on the User to be changed and click Set Password.

You have to be careful when you change the admin password in W2K Server, because some of the services may be configured to run as administrator and won't start until you change the password on the service. You do this by going into Services and changing the Logon properties.
