What is a file?

Just did a Virus scan. Norton reported it scanned 68,118 files. My question is: What is a file? And if you had a one MB photo...many files would that be?

Regardless of size, that would be one file.
Example, if you had a folder named "My Photos", and had 20 photos in it ranging fron 15,000 bytes to 1.5mb, you would still have 20 files.
