Standard Mode: Fault MS-Dos Extender

Well I got this new build and had a floppy problem (fixed that) and now the install for Win98 booting with start up disk takes me through the scandisk, copy files, and check registry then I get this mess:

Standard Mode: Fault in MS-Dos extender

SI=0390 DI=0001 BP=4278 DS=0000 ES=037C SS=004B SP=4260

I tried to reformat HD using MaxBlastII and then reinstall and still the same. I tried copy sys c to drive from start up disk and that still did nothing so I made another start up disk also from other computer.

Any Idea how to fix? Do I need to install the full MS Dos to fix?

Getting closer to starting Win98! Found the memory had one bad module and now it will go to the set up wizard and then I get

message SV995035
An Invalid command option was specified.
Check command line and try again
or type setup /? for help on set up command options
(0x13AB)

Question is how do I check the command line? What possible option could be wrong?

I tried a couple of start up disks and the same happens.

Shouldn't get the command - switch error if you boot from the Windows Installation cd-rom. Enter the bios setup & set 1st boot device to cdrom. Don't really need to have the floppy drive involved at all, unless you want to.
