completely erase outlook express?

My outlook express is playing up no end, the welcome to outlook express 6 email is there every time i open outlook express, in the window that shows you the email, it says page cannot be displayed, check your system for low memory and when i try to delete them, it just doesnt delete them and half the time it just wont connect to my mail server

i tried the XP SP1 component removal, but all that does is remove access to outlook express, not actually uninstall it.

is there a way to

1. fix this problem, and if not
2. COMPLETELY uninstall outlook express and do a proper re-install of it?
