Angry Fire Cd-rom Shows IN Bios Not windows

My cd-rom is detecting in the bios but not in windows,i have had this happen to me more than once when doing a clean install, but have never been able to find a way to fix the problem or find out what is causeing it.
The os is windows me,
the specs are amd k-6 550mhz, 256 megs ram ,20gig drive, everything onboard. i have all the proper drivers installed.
Any suggestions would be greatly appreciated.
Thanks in advance,
