It's possible you may have damaged some files.
Load the System Information program and choose System File Checker from the tools menu.
When you run it it'll tell you if there's a problem.
Just remember that you'll need your Windows disk to fix it.

If you're still having troubles: which Windows version are you running?

And it never hurts to run a complete system virus check. There are online scanners if you don't have a program installed yet. The online scanners can also be helpful to double-check in case your regular scanner missed something. A popular online scanner is HouseCall from TrendMicro (http://www.trendmicro.com).

Best of luck & Happy Holidays

Klez virus has caused that on some. If it's Win XP, and no virus, there are fixes for it. If another version, what happens if you hold down the ctrl and alt keys, then tap the del key 4-5 times?

I had a WIN 98 machine once that that happened on. But it happened after I was dicking around in the registry without making a backup first.

Ended up reinstalling the OS and now almost always make reg backup before dicking with registry.
