Ipconfig problem in WIN XP

Something wierd has happened to my Windows XP Professional.
When I go to the Command line and type in ipconfig /all, I get this message:
F:\Documents and Settings\Tim>ipconfig /all
'ipconfig' is not recognized as an internal or external command,
operable program or batch file.

I dont understand this. I have tried I think almost every avenue to fix this. I looked on MS Technet, Norton Antivirus. I could not find any virus. Even when I did a netsend command I get that same message. I am baffled.
