Windows Start up frozen

I have Intel P 4 with Windows XP. I logged out and when I attempted to log back in the screen remains frozen with the following phrase. "windows is starting up". The problem is that it never does. There's an hour glass for a few minutes then that disappears and the same message remains.

Any ideas.

Hi loree,

Welcome to PC Mech.

Did you install any new software or hardware prior to this problem?

Can you get into Safe Mode (keep hitting the F8 key after the first boot screen switches to the next)?

Antivirus definitions up to date?

Hi there, I didn't install any new software prior to this problem. I did get into Safe Mode and then it went back to the same blue screen with the same message. I was thinking that maybe I would have to reset the operating system if my anitvirus was out of date and reset it back to factory default.
What do you think?

Hi loree,

I'd use Last Known Good configuration - and if that doesn't work, System Restore.

If you need help in doing this, then just let us know.
