what is .ini? what does it use for

They are configuration files, INI stands for initialization.

Example:

.ini - You'd find them in the program's folder, they contain settings that the program can read (the settings you can usually change with Check-Boxes in the program, you can change them in the file in notepad as well)

also

Autorun.ini - You find these on CDs, they tell the computer what program on the CD it should run when it's inserted (usually Setup.exe)
