fqpissed Win XP Corrupt - Help my sister!

I got this frantic letter from my little sister. I thought she should reload XP and run scandisk and de-frag. I was wondering if anyone could identify what causes the following error and a better solution. Thanks

Yesterday, when I turned on my PC a pop up appreared that said WINDOWS IS CORRUPT. personal setting will be lost. When my computer finally booted up - it ran all the initial starts like when I first got the computer.
Everything was gone. I had to re-set up my outlook express for my online class with a tech from school which took me about an hour. After I finished setting everything back up again. I finished my homework - turned off my pc and went to bed. I logged in again this morning - same message appreared. all of my personal setting are gone again…

What's going on?
Is my computer broke???

Run the Repair Console from your XP disk to try and repair the install.
