In that case, most likely not as the system restore is designed not to touch data. Try booting to safe mode and deleting it.

Is that a WORD or EXCEL file? I do encounter once in while situations like that. What I did was, close all progams and rename the file via Window Explorer. Then delete them one by one. I dunno why this works for me though ?

Tap F8 key many times while your comp is booting.

From dougknox.com:
How do I delete an "undeletable" file? Thanks to MS-MVP Kelly Theriot for this tip. Open a Command Prompt window and leave it open. Close all open programs. Click Start, Run and enter TASKMGR.EXE Go to the Processes tab and End Process on Explorer.exe. Leave Task Manager open. Go back to the Command Prompt window and change to the directory the AVI (or other undeletable file) is located in. At the command prompt type DEL |
