Question rundll32.exe

I think I remember reading somewhere that there is no kernal32.exe or rundll32.exe processes in XP. well I got a Norton sercruity alert saying rundll32.exe is trying to access the internet. I checked the properties of it under Process Explorer and this was in the command line: "C:\WINDOWS\System32\rundll32.exe" C:\WINDOWS\NEWDOT~1.DLL,NewDotNetStartup

I'm not sure but newdotnet sounds like an ad-aware thing, but my ad-aware doesn't say it is. should I kill it? could it be a virus?
