I found out the board I have is the: ECS M830LR . I have an AMP 1700XP in there now. How can I find out what the highest it is I can support? Also belarc told me im running a 66mhz bus. When I bought the system it was noted to bed higher than that, that kinda sucks.

that may be just the starting point ( safe mode ) for the bios for that board, some start out at a lower setting so you can go into the bios to make the proper settings for you cpu, read your manual carefully before you change the setting, and always write them down before you change anything so you can put them back if it don't work
