When installing new software in Windows XP, Sometimes it places the desktop icon in the "All Users" desktop folder, making it show up on everyone's desktop (which really annoys the users that don’t want it on their desktop). Other times, it places it only my desktop folder. Is there any way to control this other than going into Windows Explorer and moving shortcuts around after the program is installed? Is there any rhyme or reason as to why it places the shortcuts in one or the other?

Some programs must be installed under All Users in order to correctly update the registry, assuming that the Administrator account is included. Programs that think only an Administrator can install them, will put shortcuts everywhere, annoying as it is.
The only way is what you've suggested, deleting the shortcuts from other's desktops. |
