The Key: HKEY_CURRENT_USER\Software\Microsoft\
Windows\CurrentVersion\Explorer\Advanced

Create a new DWORD value, name it EnableBalloonTips, and set it equal to 0. If EnableBalloonTips is already there and equal to 1, set it equal to 0. Quit the registry editor, log off, and log back on.

Send a message via AIM to Spyda
all turning off popup descriptions does is disable the little yellow window that appears when you hold the mouse over the hard drive and it tells you how much free space you have.
If you download powertoys, it has the option to do this, among assorted other things
