Boom Format problems. Please Help!

I can't seem to be able to format my hard drive. I have tried through windows and throught the command prompt but it says it is in use. I have tried using a boot floppy to boot to MS DOS but when i type format c: it says bad command. I have also tried to do it using the windows xp CD but to no avail. Am I doing it wrong? Is there some software that I need to use? please help! thanks.

What exactly are you trying to do? Reinstall windows? Install an alternate version of Windows? Clean out your hard drive? It depends because there is probably an easier way to do wat you are attempting than simply formatting.
