inactive CPU
could someone tell me why when I do ctrl-alt-del to check why a process is taking so long to start, it shows that as much as 90% of the CPU is not being used. can I change this to make applications open faster?

When applications start, the processor isn't always the bottleneck. Disk speed, memory speed, getting access to peripherals...any of these (and many more) may cause slow load times. Most of the programs I use don't use much processor muscle when starting up.

yea, like the a:/ drive! That thing is slow as a snail. I hate how drives are so slow.
