On a W2k machine go to control panel\users\passwords (I`m not on a W2k machine so going a bit on memory, visiting my daughter 3000 miles away and on her W98).

Add the user to the administrators group. I`ve had to put users in the power users group of the local machine connected to a domain to gain access to certain restricted directories to use proprietory software before. If this is the case, you can simply give the user access to the directories they need to run the software individually through the security tab without giving them access to the entire system through a higher security group. I`ve used this method also and works great IF you know the precise directories needed.
