denial of service

anybody have any experience with the kiss of death denial of service?
getting many blue screens
help
format and reinstall?

AMD 1.4
I had gotten repeated OE erros and the call from address brought up some reference to denial of service.
My question is how would I know if this is my problem.
I am not on a network but am on RoadRunner Cable modem.
