Network Cable Unplugged

Is there any way for that icon to not pop up whenever my other computer is shut down? The tool tip is quite distracting when I'm working on something.

You can try disabling the connection. That's about the fastest easiest thing I know of.

I have never seen that when I turn off a computer on my network, or any other network I have set up with 6 computers on and off at differant times, so I am led to think that maybe you have something set up wrong.

My computer acts as a hub. I have an extra NIC that connects to my old computer. Whenever the old computer is turned off it says that it's disconnected. It is, I just don't want the icon.

Click on that lil icon. Click on Properties. You should another dialog in which you can check not to see that icon in systray again.
