Windows XP, Programs booting slower?

I have a pentium 4, 1.9 gHz chip, 512 mb RAM. Am running Windows XP

If you check the cpu speed with pc diagnose or another program (please offer suggestions) what speed should I see. 1.9 gHz, 998 mHz?

The reason I ask is becausefor no apparent reason, when I open programs , any program, Word, Explorer, anything, they take a lot longer to boot up. I've checked for viruses, it's only been a months since I scandisked and Defraged.

I don't know if it is possible that a couple of the latest critical updates might have done somethin to my computer? I can't find the last one to uninstall it.

Any suggestions please?
