sys restore--safe mode

I am trying to do a sys restore, but I can only work from safe mode. And it does not seem to want to let me do that. Is there a way around this in XP pro? Some how from a command propt or repair and recovery?
Or any way? It just comes back saying that it did not restore to the point and tuff stuff! naw, it doesn't really say that. But thats how it feels.

when Windows Pro is loading..when the little thing is moving arond when you boot up,press reset buttom..then it will let you choose boot options..

safe mode
safe mode with commany prompt
safe mode with networking

last known good configuretion

start windows normally

Sorry, I do not explain things well.
The PC will not boot normal.
I can get in safe mode. Thats not a problem.
I cant do a sys restore in safe mode. And it is the only option I have to get into the PC at this point. It will do the sys restore up untill it has to reboot, then after, it says it could not perform the restore.... and I am right back where I started.
Is there a way to do system restor in safe mode? (the normal way does not work).
Or is there another way, using a comand prompt or anything like that?
