Problem getting to Add or Remove Programs

I have problem getting to "Add or Remove Programs" window. I'm getting error message as following

value creation failed " at line 472

Does anyone know how to solve this problem?

which o/s are you useing

really don't matter, I am thinking maybe a ram problem
