system admin gone mad plz help

well guy's i need help with my XP os. i installed it about 12months ago but for some reason unknow to me it has started going a little bit nuts, the dam thing won't let me use the flopy because it says i am not he admin on the comp but their is only one account which is the admin.

also to change the cd in either of my cd drives while my comp is on i have to restart the comp and change the cd before the comp reboots otherwise it says there isn't a cd in the drive its really &^%$£%& me off and was wondering if anyone had any idea's besides reinstalling the dam thing

Have you scanned for viruses, spyware and trojans?

Try cleaning out the Windows Temp folder.

Do you have a lot of background programs running on your system?

done the virus check and there isn;t a thing

don't think it is the programs as they were all running on my windows2000 OS

not trojans as my anti virus detects them.

nothing faulty with he hard were either as the disk drive works as it activate during the start up.

but all it keeps say is incorrect function
