Is it possible to do a sys restore in safe mode?

Is it possible to do a sys restore in safe mode?
XP pro.
I am try ing to do a sys restor while in safe mode, but can not get thru the whole thing. I have a PC that wont boot, but into a bsod (that is a whole nother story), so when I do the sys res., it does not take. Or is it because you "can't" do a sys restore in safe mode?
Does anyone know if you can do it from a comand prompt or something?

yes you can do a restor in safe mode
where are you running into a problem at. ?

this could take a min.

U might want to get a cup of coffe or a beer!
I am working on a PC that will not start. It goes into a stop error message, when you try to start it normally.
Now that you told me that its possible to do in safe mode, I am really stuck. If its changing all the settings before it reboots, and still goes into the error...AAARGGGHHHH!

Below is a run down:

Message at boot:
"A problem has been detected and windows will shut down to prevent any damage. If this is the first time you have seen this stopp error message follow these steps:
Check for adaquit disk space--IT HAS
disable drivers if any are identified--NON IDENTIFIED
check hardware vendor for bios updates--?
disable bios memory options such as caching and shadowing--TRIED IT

If you need to go to safe mode....hit F8...
STOP: 0x0000007e (0xc0000005,0fx691f2d,0xf893d868,0xf893d568)

it also says this:
Begining dump of physical memory
Dumping physical mem to disk: (count down to 100)"
(This part of the message has been fixed and no longer comes up)

It also had a bad boot.ini file message that has been fixed. Rebuilt the MBR and fixed the boot.ini

This all started after a service pack down load/install.
I un-installed all the service packs. for no apparent reason, since the PC is still the same. It boots to that "stop:...0x000..... window.
I have been trying to do a sys restore while in safe mode, because that is the only way I can get into the PC. It will go through the whole process of the restore, but when it reboots, it either goes back to the stop message, or I try to go back to safe mode, in which it tells me that it could not do the system restore, and that it will stay the same.
If you want I will get the exact message, but its nothing techinacl.
This is on XP pro, Its an ASUS MB A7V266
Athlon XP,two sticks of Kingston DDR256.
I thought of memory being the culprit, but it reads it during POST, and I took a stick out to see if it still would read it correctly, and it did.
I am really lost now. I just did another sys restore, and the message is:
Restoration incomplete
Your computer can not be restored
No changes have been made to your computer

ANY IDEAS WILL BE APPRECIATED

Two ways to approach this.
If it's dispensable, fdisk, format, and start over.
If you need to keep it's data, run a repair install over top.
Thing to check in BIOS:
"PnP OS Installed" is set to NO.
Com 2 is disabled.
MPU-401 is disabled.
"Modem use IRQ" is set to N/A.
Disable all other non essential peripherals.

I was tring to repair before doing a format. Mostly just to lear what I could from it. I believe I have saved everything that was needed.
I went through the BIOS and made the changes that I could as you suggested, but it did not fix it.
I may tryu the repair install since time is not that important.
Is there a special way to do that ?
This is my first experience with XP installing other then a clean install.

I just founf the repair option on the CD.
Unless there is something extra that is on it, I'm ok.

hsf_samp.sys sounds like a modem driver, just guessing. I'd uninstall the modem in safe mode, shut down, and remove it from the box and go from there.

sorry for taking so long to get back.
I ended up formating it. Nothing seemed to work. I did learn a lot though.
I do not have it in front of me, so if this question does not make any sense, just ignoreit.
When I was working on the PC, the repair otion that is on the disk would come up. But for me to do the repair it was reffering to I needed a floppy (or 3) to load. I do not know where to make these floppies at?
I am sorry I can not be more clear then that. But its all I remember.
