Angry Fire No boot - himem.sys missing

I can't get win98SE to boot. All it gives me is:

Himem.sys is missing.
Make sure that the file is in your windows directory.
I checked my "c:\windows" directory through DOS, and it's not there. How do I go about getting it back?
