fast user switching config?

So at home I'm using fast user switching. When the "select user" display is up, my second monitor is dim. After 5 mins or so, the standard winXP screensaver comes up, and after 10 mins both monitors go to sleep.

This is odd because:
- if someone is logged in and powersave is set up, the primary monitor will go to sleep and the secondary will "wake up" and not display a screen saver.
- i cant find a single thing to explain why this is

What I'd like to do then is (in order of preference):
1) fix above mentioned behavior and have both monitors go to sleep when someone is logged in
2) change the default settings for screensaver and sleep time for the FUS "welcome screen"

Any thoughts?
