Question can only load 98se in safe mode, need help!

I've been trying to startup my computer for the entire day and am only able to get into safe mode. I've tried all my utilities and have gotten nowhere. I think it was in Norton virus check that said something about the boot record might have been changed. Anyway, I get this message sometimes when I try to load windows:

KEYBUGCHECKEX: called by c002b30f
Error Code is 44
Parameters: c190fb00 0 0 0

That's all I've got so far so if anybody can be of help, I'd greatly appreciate it. Thanks.

Did you install any new hardware or update drivers shortly before this happening?

No, I didn't install new hardware. I did install a new game though.

Try hitting F8 while booting to bring up the startup menu, select command prompt, then type scanreg /restore to see if you can get back to a point when things were working right.

I tried loading one of the older boot records but it still won't work. Also, I'm getting an error message saying that an exception has occured in blah, blah.. "VxD". Does the VxD mean anything?

I think I may end up having to setup Windows again. What would be the best way to go about doing this? My 100gb drive is partitioned with 15gb for system files. Is there, by any chance, a way to only replace those files and keep my other stuff? Thanks.
