how do I make a 98 boot disc?

You need to go to a Win98 PC, go to Add Remove Programs in the Control Panel and the last tab over is an option to make a bootdisk.

Another way to get a Win98 bootdisk is to follow these instructions from the BootDisk.com website: "Supplemental Note #1: To make a better Windows 98 bootdisk then the one that came with your Windows CD, put in your Win98 CD and seek out \tools\mtsutil\fat32ebd\fat32ebd.exe and double click on the file." This bootdisk doesn't create a RAM Drive and works fine.
