'Windows is shutting down' but doesn't

Wife says her PC at work with 98 SE has started to just hang when you hit 'shut down' . Next morning its still got "windows is shutting down' on the screen and she has to pull the plug. Why ?
Thanks.

There is a fix for this but I can't remember where to get it!! Do a Google search and you will find it for sure. This problem has been around for a long time!

There is a patch from microsoft support site and the disable fast shutdown thing, but if this has never been a problem before and has just recently cropped up then it may be that the PC need a good cleaning up in software, like disk cleanup, defrag and get rid of all the junk that runs in the backround...

Nothing running - nothing in start up- scandisk/defragged twice a week. Recently formatted and reinstalled. Crickets site is good- might be network card.
Will get back in a coupla days. Thanks.
Chris.
