XP dials, but doesn't communicate

Hi fellas,
I have a client running XP Home and Windows ME with a dual boot config. He installed a free piece of software called 'Codestuff Starter', and that's when his problem started. The computer dials to his ISP just fine, and connects, however, he cannot communicate. When I go to get his email, it says it cannot find the server, even though the settings are correct. Same thing when he opens IE, no page to display, even though the settings are correct.

I would suspect the modem, but he can connect fine in his ME partition. I would also suspect the software he installed, but can find nothing negative about 'Codestuff Starter' in Google.

I suspect a damaged winsock in XP. How do I go about replacing it?
