Unhappy Program removed but leaves this annoying message on desktop

I have downloaded this desktop program that is supposed to give me updates regarding sports. It sits in the system tray and the message comes out on the wallpaper. If I scroll the start bar up/down the message will still apear above the toolbar-above the clock. There are usually links there, and when I click it, it is supposed to bring up web pages of the site. Now that I see, I hate it. Even when I change background, its still there. Is there a registery hack that can remove the program/for the display at the desktop. I even tried restore system, it does not work. Hopefully ist not some kind of spyware! Its transparent. And only I can see text.
