Exclamation Local security policy "ACCESS TO DATABASE DENIED"

Hi there, The problem I having is with the windows 2000 local security policy. I am loged in as administrator with full permissions and I am trying to access the local security policy from start- administrative tools- local security policy. When the console opens and I click on the password policy or audit policy and other options there I get the message "Windows can not open the local policy database "Access has been denied".
Can anyone help me with this. i will appreciate it

i think if the computer is on a network then the server will have a network security policy wich will over ride the local policy so you have to log on to the network server to make eny changes
