Does anybody know how to get rid of a Windows Scrap file in XP?

I created a scrap file for a project and now I no longer need it.

In Win 98 you could just delete it to the recycle bin but in XP, it will not let you delete it.

It says this file is being used by another program try closing some programs and retry!

Well I even booted into safe mode and I still received the same message.

Rename it, including the extension, then reboot and U should be able to delete it..
