W2k Server Group Policy Question

Is it possible to configure a Group Policy in W2k Server that enables you to restrict which web sites users can visit? If so, where in Group Policy is it located?

Or do I need a proxy server for this.

specific websites? you may need to implement a firewall or a proxy and use that.
